You can do this by simple steps in Photoshop. This is a photo manipulation with two photos using Photoshop CC.

Used photos,

1. A lady

2. A soap bubble with a background

First, take the lady's photo and remove the background by using the selection tool. Then, place her on the bubble and reduce her opacity.

If your photo is not matching with background, then adjust the colors and lights a bit.

The job is done. Here is your final photo.
